I dunno. I expect that inertia, fear of accountability and associated budgetary concerns, and protecting intellectual property account for the overwhelming majority of instances. There might be some exceptions, but when classified shit routinely turns up on video game sites without sparking the apocalypse, you have to wonder about that.
